In March 2026 the FCC removed the filing, public-notice and objection process that carriers had to clear before retiring copper. The public paper trail that used to give building owners and public works directors early warning no longer exists. The first signal most organizations get is a letter to the billing address, and the clock it starts belongs to the carrier, not to you.

Who This Is For

Commercial properties. Multi-tenant office, retail centers, medical office buildings, hotels, warehouses, self-storage, car dealerships, paint and body shops, marinas, houses of worship, and HOA or condo associations. Typically driven by an elevator inspection, a fire panel that failed a test, or a phone bill that tripled.

Small municipalities and public agencies. Towns, water and sewer authorities, school districts, housing authorities, libraries, parks departments and volunteer fire companies. Municipal copper tends to be the oldest and most scattered on any carrier network, a dozen lines across a dozen buildings, several of them feeding equipment that predates everyone currently on staff.

Estates, farms and large private properties. Gate intercoms, barn and outbuilding lines, well and irrigation controls, and alarm dialers on properties where the copper drop predates the internet service.

The Lines That Are Actually on the Clock

Life safety. Elevator emergency phones governed by ASME A17.1, fire alarm panel communicators under NFPA 72, burglar and intrusion alarm panels, area-of-refuge and blue-light emergency phones, and fire station alerting circuits.

Building systems. Gate and building entry intercoms, access control dialers, generator and elevator monitoring.

Municipal and utility. Water and wastewater lift station autodialers, SCADA alarm callout lines at pump and treatment sites, traffic signal cabinet and school-zone flasher lines, public works yard and remote facility lines.

Business operations. Fax lines, POS and credit card terminals, fuel controls and modem-based equipment.

These devices share one trait: they expect a real analog electrical interface, not an internet phone call. That is why a standard VoIP line is not a replacement for them, and why swapping one in can fail an inspection.

What Does POTS Replacement Cost?

White-glove installation: $49 per line, per month. We come to the site, mount and configure the device, verify wireless signal at the actual location, test the equipment on the end of the line, and confirm the whole thing works before we leave. Hardware, connectivity, phone service and the install are all in that number. There is no separate installation invoice.

For elevator phones, fire alarm panels, lift stations and anything facing an inspection, this is the only version worth buying. The failure mode with these systems is not the device — it is a line that was never properly tested and nobody finds out until the inspector does.

At $49 you are almost certainly paying less than the copper line costs you today. Industry reporting through 2026 puts typical business POTS at roughly $65 to $100 per line per month, with documented escalations into the several hundreds and isolated cases past $1,000.

Where the number moves above the starting rate is site complexity, not line count. Five things drive that:

1. How many lines, and how they cluster. A single base station serves several analog ports. Lines near each other on the same wall can share one device; lines scattered across a campus or a town each need their own. Line geography matters more than line count, and a four-line office building can cost less than a two-site water authority.

2. Whether the device on the end is compatible as-is. Most fire panels, alarm dialers, elevator phones and lift station autodialers migrate untouched. Some older equipment needs a firmware update, a reprogram by the monitoring company, or replacement. The audit finds this before you commit, not after.

3. Cellular signal at the actual location. The replacement carries traffic over a wireless data connection with wired ethernet as a parallel path. In an elevator machine room, a basement fire control room, a below-grade pump vault or a stone building on a rural road, signal has to be verified on site. Weak signal means an external antenna, which is a real line item.

4. Power and battery backup. Life-safety codes assume the line survives a power outage. Battery backup is standard, but required runtime varies by code and by authority having jurisdiction, and longer runtime means more hardware.

5. Site count and coordination load. Single-device swaps are genuinely plug-and-play. Multi-site rollouts, machine-room work, elevator coordination, confined-space pump vaults and fire-marshal witness testing are project management as much as installation, and that is where the hours go.

6. Procurement and documentation requirements. Public agencies need quotes in a specific format, vendor registration, insurance certificates and sometimes a formal bid. That is ordinary work, but it is work, and it belongs in the schedule rather than as a surprise at the end.

What is quoted separately is the unusual: an external antenna where signal is marginal, confined-space entry at a below-grade vault, elevator contractor coordination, or fire-marshal witness testing where the jurisdiction requires it. The audit tells you which of your sites fall into that category before you commit to anything.

If you would rather install it yourself

Self-install is $35 per line, per month — same hardware, same service, same monitoring, shipped configured. It suits fax lines, credit card terminals, back-office modems and anything with no code attached to it, where a failed line is an inconvenience rather than a violation.

We will tell you honestly which of your lines fall into that category. Most organizations end up with a mix — white-glove on the code-bound lines, self-install on the rest.

Convert the System, or Replace the Line Under It?

Almost every buyer frames this as a question of which vendor. The real fork is earlier than that.

Convert the system to IP. Remove the analog dependency entirely. Voice moves to SIP, fax to digital fax, alarm reporting to an IP or cellular communicator built for the panel, telemetry to a modern SCADA link. Lower long-run cost and a cleaner architecture, but it means capital spend on panels, monitoring-company coordination, reprogramming, engineering and re-inspection. It is slow. If a retirement letter is already on the desk, or the money has to survive a budget cycle, this is rarely finishable inside the window.

Replace the line under it. Leave the fire panel, elevator phone, alarm dialer and lift station autodialer exactly where they are, and give them a managed analog port backed by wireless. No device changes, no reprogramming, no re-engineering the life-safety design. Faster, lower up-front cost, and it survives an inspection because nothing about the certified system changed.

For life-safety and regulated equipment, the second path is almost always the right first move. Converting a compliant fire or elevator system to IP is a re-engineering project with an inspection at the end of it. Replacing the line is a swap.

The honest exception: a pure voice line, a fax line or a back-office modem has no code attached to it. Those are better served by SIP or digital fax, and we will tell you so rather than sell you hardware you do not need.

For Municipalities and Public Agencies

It is an operating expense, not a capital project. The biggest obstacle to municipal copper replacement is that a full system conversion looks like a capital request, with engineering and panel replacement and a line item that has to survive a budget cycle and a council vote. Line replacement does not. Hardware, connectivity and service arrive as one recurring monthly charge against the same telecom budget the copper lines already come out of, usually for less money. That difference routinely determines whether anything happens this fiscal year or not at all.

The bill audit usually pays for part of the project. Municipal phone accounts accumulate. We regularly find lines billing monthly against buildings that were sold, portables that were removed, or elevator phones in a wing that was demolished. Identifying and cancelling those is free, happens before anyone buys hardware, and in more than a few cases covers a meaningful share of the replacement cost.

Documentation your inspectors and auditors will accept. A line inventory tied to building, department and device, what each line feeds, what replaced it, and what code applies to it. This is the artifact that makes the next fire marshal visit, elevator inspection or housing inspection uneventful.

Line audit first. We inventory every copper line on the account, identify what each one actually feeds, and flag the ones that are already unnecessary. A meaningful share of the lines on most bills are dead, duplicated, or feeding equipment nobody has used in years. Cancelling those is free money before anyone buys anything.

Number porting. Existing numbers move over, so the elevator inspector sticker, the monitoring company records and the fire panel programmed dialer number all stay valid.

Remote monitoring on every device. Email and SMS alerts on device offline, battery status, and specific numbers dialed. For multi-site portfolios and municipal accounts this replaces the truck roll that used to be the only way to know a line had failed.

Frequently Asked Questions

When is my copper actually being shut off?

There is no national date. Retirement happens wire center by wire center, and since the FCC order in March 2026 carriers no longer file public notices of it. AT&T has stated a goal of exiting virtually all POTS by 2029 and has begun decommissioning in waves. Verizon has applied to discontinue copper POTS across hundreds of thousands of remaining locations. Practically: assume your notice period is short and that the carrier letter is the first thing you will see.

Can I just move my fire panel to a regular VoIP line?

No. NFPA 72 and the elevator code were written around a connection with specific supervision, power and reliability characteristics that consumer or office VoIP does not provide, and a standard VoIP line routed over the public internet generally will not pass inspection for that use. A managed POTS replacement is built to the applicable UL, NFPA 72 and ASME A17.1 guidelines and keeps traffic off the public internet.

Will my elevator pass its next inspection?

That is the point of doing it this way. The elevator phone, its programmed number and the certified system stay as they are. Only the transport underneath changes. We coordinate witness testing with your elevator contractor where the jurisdiction requires it.

What about our lift stations and pump sites?

Autodialers and alarm callout units at water and wastewater sites are among the most common replacements we do, and among the most valuable, because those lines are usually the oldest copper on the account and the most expensive to keep. Below-grade vaults need a signal check and often an antenna, which gets confirmed during the audit.

What happens in a power outage?

Battery backup is built in, sized for the runtime the applicable code and your authority having jurisdiction require. You get an alert if a battery degrades, rather than finding out during an inspection.

Does this need a capital budget request?

Usually not. Hardware, connectivity and service come as one recurring monthly charge, which in most municipal and commercial budgets sits in the same place the copper bill already does. That is why this gets approved in weeks rather than fiscal years.
